மேலும், நிறுத்தப்பட்ட ஊதியத்தை 2 மாதத்தில் வழங்கவும் உயர் நீதிமன்றம் உத்தரவிட்டுள்ளது.

From this judgement, Can we conclude that there is no restriction to appoint teachers on those type of schools?

Of course, but i think there is a small step ahead. There is an appeal in supreme court by our state government regarding this.I think so,after vacating that, there will be no restrictions. As far as i know...
